Cost-aware splicing

Lets the nesting engine join two shorter pieces (each ≥ 1000 mm) into one finished part when that's cheaper than buying a new bar. Off by default — turn it on below, set the economics, and configure per-profile weld/bolt costs. The splice-vs-buy decision is in EUR; every proposed splice still needs operator approval in Work Orders before it executes.
